Why did monarchies not develop in Germany and Italy?

I couldn't find anything in my text book and I need this for a paragraph question. The full question is "Unified national monarchies did not develop in Germany and Italy as they did in France and England in the High Middle Ages. Why not? " Any help would be grateful.
