Just wondering about the ozone layer?

i was studying for bio and in our book it said the biggest holes in the ozone layer are above antarctica and the north pole. doesn't the most pollution come from the united states? so shouldn't the biggest hole be above us? i was just wondering why the holes are by the poles and not over the most polluting countries
